Super ESCO operates across key sectors critical to the development of energy efficiency in Morocco. It gives priority to strategic sectors, most of which are energy-intensive, that align with the State’s commitment to exemplary energy efficiency practices.

A MESSAGE FROM THE CEO

In accordance with Royal directives aimed at restructuring the Kingdom’s energy sector, SIE has evolved to become the Société d’Ingénierie Energétique (SIE), the Kingdom’s Super ESCO dedicated to implementing energy efficiency projects.

This new strategic positioning was developed in close collaboration with our Board of Directors, aligning with national priorities and leading to a comprehensive review of our procedures and working methods. This transformation also led to the implementation of a new organization, aiming to consolidate our status as a public energy service company.

Initially focusing on public buildings and street lighting, we have now extended our services to industry and sustainable mobility. As SIE, our role is to be the state’s trusted third party, catalyzing the market and fostering the development of a robust ecosystem for the energy efficiency sector. With this new identity, we aim to simplify market access for all private enterprises specializing in the Energy Efficiency sector.

Moreover, as a Super ESCO, we are committed to providing all our partners, especially communities, public institutions, and administrations, with optimal service based on the most up-to-date technologies available in the market, all at a competitive cost and ensuring high-quality standards.

Recognizing the challenges posed by this new market, SIE’s Board of Directors has also taken measures to grant us the right level of regulatory flexibility to support the company in its actions. This initiative will effectively contribute to accelerating and facilitating our efforts for the benefit of our clients.

After an initial period of repositioning and developing the SIE Offering, we are now accelerating project actions in the various addressed sectors. The aim is to implement the right leverage to achieve the strategic objectives set by our governance, relying on the network of private sector companies.

In conclusion, SIE is comprised of a young and dynamic team deeply committed to achieving the society’s set goals. Our actions will evolve significantly, and our team will be strengthened accordingly to realize an efficient model of a Super ESCO, perfectly adapted to the economic reality of our country.

About us

Introducing SIE

The Energy Engineering Company (SIE), also known as the “Super ESCO” or “State ESCO,” is a public-owned entity specializing in energy services.

The acronym ESCO stands for “Energy Service Company” and refers to a company specialized in energy services. It is a professional entity offering a wide range of energy-related solutions and services to assist its partners and clients, in both the public and private sectors, in reducing their energy consumption.

In Morocco, SIE is a public instrument aimed at sustainably reducing the energy consumption of public and private organizations, while improving their energy performance.

SIE focuses exclusively on the implementation of energy efficiency projects in key sectors such as :

  • Public buildings
  • Public lighting
  • Sustainable mobility
  • Industry
  • Support for SMEs and other energy service companies (ESCOs)

Governance

Affiliated with the Ministry of Energy Transition and Sustainable Development, SIE has a capital of 125 million MAD, distributed between the state (71%) and the Hassan II Fund (29%).

The Board of Directors’ meetings provide the company with an opportunity to ensure alignment with national priorities and strategy, review achievements, finalize the financial statements for the previous year, and examine and approve the budget and forecast for the upcoming year.

In addition, the Board works with specialized committees, such as the Audit Committee or a National Working Group. These committees may be entrusted with certain responsibilities and powers by the Board of Directors, which enhances the company’s governance and operational efficiency.

SECURING THE MOST APPROPRIATE/ BEST FINANCING

Financing investments (such as construction work, re-engineering, equipment acquisition and installation, etc.) is crucial for the feasibility and profitability of an energy efficiency project. In a market at a recent stage of development, the traditional local (private) financial sector often lacks offerings specifically tailored to such projects, and existing financing instruments may not be suitable. As a result, financing conditions can be challenging, potentially hindering or even jeopardizing projects.

  • The private financial sector, to enhance its understanding of the risks associated with energy efficiency projects, and to encourage the development of suitable financing solutions;
  • National and international public financing institutions, to direct development financing instruments, warranties and concessional loans, and put them to good use for the projects carried out by its partners.

The development of a robust market for energy efficiency solutions and the availability of financing sources will create the conditions in which the number and scale of energy efficiency projects can increase. The benefits for the national economy are threefold:

  • Clients of energy efficiency solutions, to enhance their practices in expressing needs, contracting, financing, supplier selection, and all methodologies adopted in projects;

  • Financial institutions, to improve their understanding and perception of the mechanisms and risks associated with energy efficiency projects;
  • International partners of SIE and/or Morocco interested in engaging in the development of energy efficiency within their territories (South-South cooperation), to benefit from SIE’s experience.
  • An organization and tools dedicated to monitoring projects and recording relevant technical-economic data to assess project performance;

The Projects Department plays a crucial role in the development of innovative energy solutions and the implementation of energy efficiency projects. This team collaborates closely with technical experts to design customized approaches tailored to the specific needs of each client, whether pertaining to public buildings, street lighting, sustainable mobility, industrial sectors, or providing support to SMEs and other ESCOs.

Lastly, the Resources Department is responsible for managing SIE's human and material resources, ensuring the team is equipped with the necessary tools and skills to meet its objectives. This department plays a vital role in talent development and nurturing within the organization.
